Prophetess Phylicia D. Fisher, a resident of Waldorf, Maryland, was born and raised in Tampa, Florida. She is the daughter of the late George J. McKinley, Sr. and Cathy D. McKinley, whose lives laid a powerful foundation of integrity, discipline, servanthood, and unwavering commitment to others. Her father faithfully served as a Foreman for over 30 years at the chemical plants in Mulberry, Florida, exemplifying consistency and diligence, while her mother—affectionately known as “Mother Cathy”—became a pillar in the community, extending compassion, wisdom, and care to all. Through their example, Prophetess Fisher developed a deep-rooted passion for service and leadership from an early age.
Though her parents did not regularly attend church, her mother ensured that she and her brother were grounded in faith by attending Brandon Baptist Church. It was there that Prophetess Fisher was introduced to Jesus Christ and accepted Him into her heart. Hungry for a deeper relationship with God, she began to cultivate a personal prayer life. During a transformative encounter at a Pentecostal service, she tarried at the altar and was filled with the Holy Spirit—an experience that marked a divine shift in her life. From that moment, she began to experience supernatural encounters, including visions, spiritual discernment, and revelatory insight beyond her years.
As life took its course, Prophetess Fisher fell from grace. After rededicating her life to Christ and being baptized, Prophetess Fisher experienced an awakening where she effectually states: she came into the full knowledge of Jesus Christ. The prophetic grace upon her life was activated, and she was baptized in the fire of the Holy Spirit with the evidence of speaking in tongues. The Word of God became alive within her, and she emerged as a bold witness of Jesus Christ, carrying both revelation and demonstration.
In 2012, Prophetess Fisher enrolled in The School of the Prophets at the House of Prophets in Maryland, where she completed a rigorous 3-year Diploma Program and graduated as Valedictorian. During her time there, she faithfully served in multiple leadership capacities, including Praise and Worship Leader, Head of Intercessory Prayer, and Assistant within the Financial Department. Her service was marked by excellence, humility, and unwavering dedication over the course of five years.
In 2017, she was ordained into the Office of the Prophet and has since ministered extensively at women’s conferences, church revivals, retreats, and various ministry gatherings, impacting lives through prophetic teaching, deliverance, and the power of the Holy Spirit.
In 2025, Prophetess Fisher served as Director of Women’s Ministry at Remnant Worship Revival Center under the leadership of Apostle Dr. Sharlene Bridges-Jones. After a season of faithful service, the Lord commissioned her to establish Holy Fire Global Prophetic Ministry, where she now serves as Founder and Visionary. Through this ministry, she is called to ignite the fire of the Holy Spirit in the Body of Christ, raising up believers to walk in obedience, spiritual authority, and divine purpose.
Now elevated into the office of the Apostle, Apostle Elect Phylicia D. Fisher carries a mandate to build, establish, and govern with apostolic authority—equipping leaders, advancing the Kingdom of God, and birthing movements that reflect the power and presence of Jesus Christ in the earth.
She is the devoted wife of Peire Fisher, a loving mother of four (including two bonus children), and a proud grandmother of five, with one on the way. Apostle Fisher enjoys worship, dance, travel, and cherishing time with her family.
